"Any combination of a truck tractor and two or more trailers or semitrailers that operate on the Interstate Highway System at a gross vehicle weight of greater than 80,000 pounds."
Glossary of Terms, Compilation of Existing State Truck Size and Weight Limit Laws — FHWA, May 2015. Public domain.
LCV operation on the Interstate System was frozen by federal law in 1991: a state may continue what it allowed at the freeze date and may not expand it. That is why LCV rights vary sharply between neighbouring states, and why the question is always "was it allowed here in 1991", not "does it seem reasonable".
